The mantra I was taught is that high resistors go high, low resistors go low but I think the latter part probably refers to low value resistors used as cathode bias resistors in output stages where they were operating close to their rated power and even higher under some fault conditions, so cooling had a part to play there!
We always used to fit higher rated replacements and 5W W/W types were often fitted in field output stages. They never bounced!
I recall that Amie found a lot of NOS in her father's collection had drifted way of their original values.
