Standard carbon composition resistors are not very stable. Typically it's high value parts that go high. A 1M resistor that reads over 2M is commonplace. Lower value resistors are less of a problem but they still drift.
I don't know the mechanism by which they drift, but they all do it, to a greater or lesser extent. We're very spoilt by modern resistors which are accurate, stable and cheap.
