I find it difficult to see how you can get the EY51 heater to glow if there is no EHT.
However, you haven't mentioned anything about the voltages on the base of the CRT. If these are wrong and the tube is cut off, it doesn't matter what goes on at the EHT end, you still won't get a raster!
