I have tried a new layout, with all components mounted directly to the IC pins.
The results were the same as previous tests, 1.4 amps max into a 5 ohm load. Under these conditions the set volts dropped from 14.5 volts to around 7 volts. So the regulator is still going into shut down conditions.
The heatsink seen is only a temporary one, and is enough for short term testing. A larger one is mounted in the unit the PSU is being designed for.
