I ran a .NET repair tool I found on the M$ site and it didn't find anything wrong.
Perhaps I should remove Office 2000 again and reboot the PC before re-installing it. There was something persisting between the uninstal and re-instal because I change the default folders for various things and my settings survived the whole process.
I wonder where Office 2000 is hiding some of its config data.
