Hi Amie, If you consider a string of 10 batteries in series they will give you 15 volts. If you reverse one of the batteries in the string you will now have only 12volts (9 in the forward direction minus one in the reverse direction), It can work like that on AC as well.
The trick is to make sure the "buck" (reduction) winding is in the correct direction or it will "boost" (increase the voltage further.
