I always call those things "axle bouncers" because they make the car bounce up and down so that there appears to be a good reason for the windows to be all steamed up 
A bloke in our street tried it and a copper looked in and realized that the bouncing was fake and the steam was sweet smelling smoke.
The copper took him back to the station because the cigarette he was smoking was too strong for him to be driving
