Just make sure that that resistor is OK though as, as Yorkie explained, most of the heater current should go through that just allowing a bit, arguably not enough, to go through the lamps. With no lamps in mine there's around 12v across it. If it's more than that it means the resistor is higher resistance than it should be and therefore more current is going through the lamps than there should be or if the voltage is lower it means the resistance is too so the lamps will be starved. I think!
