I haven't checked the lamp yet, Sam, but will do so, and will also use a ballast 9dummy load) to check the voltage, which i'd expect to drop on load, since a 250 watt 24v bulb would draw over 10A from a 24v supply. Hopefully there aren't shorted turns in the mains transformer which supplies the lamp!
