Hi Trevor.
Not 100% sure of the deck, some Panasonic decks have the mode switch on the top of the deck near the pinch roller and I believe some of the non Pana decks they used later on it was underneath, a quick squirt of contact cleaner "usually" will give you an idea if it is the problem then you can replace it if needs be.
