Certainly nothing to do with TV licence. There's no formal checking against the licence database. Even for watching TV, where you have to make a declaration. TV is blocked if your IP address is not in the UK which causes occasional problems where a UK ISP uses a block of IP addresses that isn't recognised as UK based. You can listen to BBC radio freely online anywhere in the world.
