I have measured the voltages again, values in (brackets) are taken before the darlington pair.
Initial voltage on smoothing cap 17.6v
full voltage on output 13v no load.
47R load 240mA @ 11.2v (16.76)
22R load 450mA @ 9.9v (16.2)
12R load 750mA @ 9v (15.8)
4.3R load 1300mA @ 5.5v (14.75) at this load the protection circuit has cut in, voltage across the current sense resistor was 560mV.
