Timings are very variable and almost all forum software has various quirks.
One or two of the sites we frequent resize photos on the hop so if you are on line and refreshing a page while a photo is being uploaded it goes like treacle for a minute or two.
On sites where photos are resized on the hop I usually resize and view before uploading to check that they are not going to show all blocky. This helps to get rid of the slow episodes for all users and means that you don't have to wait for them to be resized.
