It certainly looks as if Ireland simply followed the UK precedent when it came to its choice of 625/50 transmission variant. Possibly it considered its options and saw no benefit from adopting a system different to that that the UK was planning.
There was no Irish component in CCIT Report #123, nor does there seem to have been any Irish submission to the 1961 Cannes meeting of experts. Here is the Irish input to ST61:
This showed the same system I parameters as in the UK input:
The ST61 output also noted that Ireland was planning to use the same system at VHF.
The TAC recommendation that included what became the system I parameters was released in 1960 June.
