I was thinking that as Pye & Bush had factories in Ireland in the early 1960s & didn't really want to be competing head on with 625 line sets from European makers, so maybe pushed for the 625 line standards to be a bit different.
I've heard that Pye had a hand in advising the Irish government how to set up the necessary infrastructure.
As for programmes made with colour cameras working in monochrome, there was a colour checkers dispute in 1971 which caused a few programmes to be made in black & white, mostly ITV ones.
Upstairs Downstairs was one show badly affected, with the first 6 episodes lacking colour & the first episode later re-made in colour.
I'm not sure if this strike spread to the BBC.
