The whole question of choosing standards was a complex one. Forum member Synchrodyne has dug up a lot of material on the subject. It's something of a miracle that we ended up with 625 for all 50Hz countries. With 2 exceptions. One was the legacy of 405, the other was the bold but ultimately failed push to HD with 819. Like all standards, 625 was a compromise but time showed that it was a good one.
