If I want to discharge a capacitor in a valve amp or radio I just connect an AVO across it with a crock clip and if I want it to discharge more quickly I turn the range switch down as it reaches the next lowest range. I then set the range back to 300V when done.
I normally use an isolating transformer because I have a scope handy and it is too easy to forget and plunge the whole place into darkness.
