If you wanted to do a DIY 13 channel modulator I think I'd run the DAC at some suitable IF and heterodyne the output up to whatever channel is selected. No problem to synthesise the local oscillator frequencies in the FPGA. As I've said before, I'm no expert on RF but it looks like standard software defined radio techniques. The baseband bandwidth is a bit wider than many applications and the intermodulation requirements are fairly tight but it's nothing out of the ordinary. Digital TV with its thousands of carriers makes even greater demands on the linearity of all stages post-modulator.
