This is a well-known scam / adware. It's worth noting that in the trade, most AV applications are considered next to worthless - modern hacks waltz straight round them.
Malwarebytes should remove it. There should be no reason to re-install Windows etc. In Lord-alone knows how many years of managing literally 1,000s of Windows PCs in several different companies, we've never once had to re-install Windows other than for a failed drive - re-setting from a System Restore Point, yes.
