If you can't get it to go away then there's somehting wrong. Definitely not MS, defintiely a scam of some kind.
First and foremost make sure that all your own files are backed up. Then if they get attacked by something nasty like cryptolocker or randomly deleted then they're safe. Simply copying your files to a USB stick is OK for this. If you know you have files of your own elesewhere on the hard disk then make sure they are also copied. Same goes for things like Firefox profiles (contains your bookmarks etc) which you may want to preserve.
No AV software is foolproof so Defender might not find the problem. Malwarebytes is one of the best tools here. The free version will find most problems but still not foolproof. If possible download it on another PC and put it on a USB stick or CD.

The ultiamte and foolproof fix is to re-instal Windows from scratch. You should make the instal disc/USB stick on another PC to avoid it being infected. The whole process is a bit tedious. Not just W10 to instal, then all the updates and any other software you have on your PC. Then put back all your own files which you've backed up.
Since HDDs are cheap you might just fit a new one and build your system on that. Keep the old one which can be hung on a spare port for copying files across. The ones you missed during backup
