These days the easiest way to get an accurate frequency standard is probably GPS. I've got GPS built into a TV sync/pattern generator that I designed for a a client so I've no need for any other standard. There seems to be a variety of commercial and DIY options, no idea what's worthwhile and what's not.
Before analogue switchoff I used regenerated PAL subcarrier from BBC2 or BBC1 off-air. These were at least rubidium accuracy and probably better than that.
