I put electric fence wires over the seedlings from a reduced power unit. It needs full voltage to get over the insulating fur but low enough power that the cat can move on. They some times sit on the path ans sulk for a few hours before they give up.
They usually end up going back to there owners home to leave a deposit behind a bit of furniture.
