Hi.
If the EHT is that low I'd suspect the EY51 heater would be very dull. How much of a spark can you draw off the EY51 anode with an insulated medium sized screwdriver? If you can pull 10mm + and the heater is bright suspect the EY as being low. The TMB or any Ekco for that matter have very good line transformers, the only issues are the perspex casing that can get conductive and burn, these can be rebuilt with a little patience.
Check your line drive, and the 0.01uf coupling cap to the PL81
if a wax cap replace it. Check the boost cap too and again if original bin it.
