Absolutely correct.
Perhaps the law should be changed to include pet cats... Then perhaps owners would be more responsible and keep them under control.
Anyone been in a house with three or more cats? Not only is the smell quite horrid but I get hayfever symptoms with sneezing and watery eyes, I can't get out quick enough.
