AFAIK, in law cats are regarded as free spirits. So if you run over one in your car you have no formal legal responsibility to tell anyone nor can any penalty be levied against you. The flip side of this is that cat owners have no legal responsibilty to stop their pets being a nuisance to neighbours. Dogs are very different, they come with rights and responsibilities.
