Whether other British relay service depots were the same I'm not sure but you didn't get private use of any car until you were 21.
The Simca 1100 I had use of was kept at the "relay station" so I commuted in my own car, a bit of a pain but rules nevertheless. When I bought my Skoda MB after a few bangers it made me realise how bad the noise from the older Simca really was.
