Hi.
Some Neumatic vacs have a diode as a dropper for low speed. Forget RIFA caps that's not your problem, fixed hundreds of Henry VAC's, usually duff mains leads, switches, motors and diodes....... Well just about everything fails on a Henry.
Follow the old adage .......... Plug it in.
