In the past to save a cone I've gently dabbed PVA glue across any tears to hold the two sides back together, and in really bad cases used a water/PVA mix and a small brush, gently painting a layer onto the cone cardboard and leave it to soak in and go off to strengthen the cone. Sadly in this case the cone has gone too far, it's just falling apart.
