I have been loosely following this thread, what was on a graticule depended on what you needed to measure, a statement of the obvious but manufactures tended to include as much as they could, all things to all men!
Apart from the books by Weaver the following are worth a look:-
The now half century old BBC Monograph 58 -- https://www.bbc.co.uk/rd/publications/bbc_monograph_58
And the IBA Technical reviews Nos 1 & 2 can be downloaded here -- http://www.ntlpa.org.uk/memorabilia
On the subject of "odd" graticules attached is one from the Post Office oscilloscope 18A for measurement of the 2T pulse. It's not clear how you use this? it seems you set the amplitude of the pulse and then use the Y shift to move the black level to the center measurement area.
At the video measurement level, in OBs we would measure the voltage of the sync & burst and the peak video level at .7v in an effort to keep them in proportion. Once it had left our final proc amp the proportion tended to be fixed as it passed down the long chain to the final TX. There was often a heated discussion about the level of ITS. It was a struggle to get it and the picture amplitude to match, due more than anything I think to the ITS inserted not being all you could hope for......
I always took the percentage marking to be more concerned with the transmitter end of things.
