I don't think there was ever a formal definition of Grade 1 etc. Typically the vision engineer would have had a Grade 1 monitor. Possibly the main TX monitor in a studio control room would have been Grade 1. Everything else in the control room Grade 2.
There's also been a sort of grade deflation. A later Grade 3 (modified domestic TV) would have been very much the equal of an earlier Grade 2. Grade 1, apart from excellent all round performance, also meant specially controlled colourimetry. By special CRT and/or an RGB matrix.
