What are the practical circumstances in which we might need a VSB modulator? Single channel sets are either B1 or B4. I suppose it's possible the odd B2 or B3 set might exist but they would be very rare indeed. Other cases might be later sets with awkward sets of tuner "biscuits". These would normally have at least 2 channels, one each in Bands I and III, which would make it less likely that you'd really need 2 adjacent channels.
The simplest way to operate adjacent channel sets is 2 different distribution systems. In practice that would probably mean conencting the odd set directly to its own 405 source.
