Well I'm confused.
On two different tuning capacitors after cleaning them (one a full stripdown) with wet and dry, IPA and blown out with compressed air the meshed value dropped to within 5% of its stated value from 20% approx increase prior to dismantling.
The other one as stated in post 13 also reduced the meshed value but to a lesser degree.
********** Mike, have you measured the meshed value of the tuning cap? Doing that would confirm any change in value **************
