Cocking was a very good writer and gives a clear exposition of this bridge.
The common bridge configurations (Wheatstone, Maxwell, Hay) work well enough but are difficult to use a over a wide range or with very high accuracy. The transformer ratio arm bridge is capable of very high quality measurements. Googling it gives very little that's freely in the public domain. ISTR that Wayne Kerr made some very good examples, with ads in Wireless World that were almpst tutorials on the subject.
