No, it isn't rubbish at all!
It will definitely work.
Back in the 60s - before RCDs came on the scene - we carried out an experiment with a transformer with a lowish turns ratio between primary and secondary and connected the low voltage winding between neutral and earth. The other winding fed a diode, capacitor and simple 9V regulator and was used to power a transistor radio!
It was claimed to be 'free' electricity but I think it just improved the efficiency of the wiring and the meter just ran a little faster, anyway!
