That does seem a bit odd... do you have any service information on the set (it's not one I'm familiar with).
I'm wondering if the valve lineup and the HT voltage is correct ?
Without any service info. I'd do as you suggest and fit the appropriate screen grid dropping resistors plus bypass capacitors then check performance.
The only other reason I can think of for running the valves at a higher current than usual is for improved short-wave performance.
