Although I've not personally built a Heathkit, over the years I've acquired a few Heathkit items e.g. signal generators, audio amplifiers, VTVM, audio wattmeter, Mohican receiver and more recently, a IO-18U oscilloscope !
I've not powered the 'scope up but given it's rather poor condition (back panel missing/ rust), I reckon it's been stored in a garage for quite some time... and after what you've just said Nick maybe it's not even worth while seeing if it works !
