It's got a connector for a gas pipe at the bottom. What isn't obvious is whether it's for connecting a vacuum pump or letting in a gas.
Is there an electrode at the top? Hard to tell from photo. If there is, it may be a Geissler tube, to demonstrate what happens as it's evacuated.
