You need to be careful when combining two signals with a random phase relationship. If they are out of phase they will cancel and if in phase they will add. If the phase relationship is constantly changing, the situation gets even worse!
The precision offsets that Jeffrey mentioned were applied to the vision carrier and carefully calculated to provide minimum visual interference to the other carrier and they are actually sub-multiples of the line frequency.
