It's doubtful if the centre earthing of the B9A base would be the problem on an audio stage. Try grounding it anyway. Most likely the resistor/capacitor network across the output transformer primary is faulty..... assuming it has one. Check the pick up screened lead and that the turntable chassis is grounded to the amp chassis
