E24 values like this are not uncommon in TV line timebases. Polyproylene would make sense for Trevor's suggestion of an S correction capacitor which will certainly be carrying high pulse currents. Polypropylene caps are bigger than polyester for a given rating.
The unusual voltage rating of 210V strongly suggests it was for a specific application. One assumes it was sufficient to do the job and perhaps that's the maximum they could get in that case size.
