That can be a useful trick, but I'm not sure that's the problem here. My understanding of the present situation is that we now have a 9V secondary, which should be adequate for a 6V regulator. For the output voltage to drop so dramatically under load, there must be something fundamentally wrong here. We didn't get answers to some of my earlier questions, and I think the thing has been dismantled now, but hopefully the next attempt will either be better, or at least we'll be able to get to the bottom of the problem with some systematic Q+A. Less haste, etc!
