The LM338T is good for 12A peak - it seems unlikely that it's cutting out. It is designed to cope with heavy start-up loads. Much more likely is the possibility of something upstream struggling to supply the current - a faulty bridge, perhaps? That's why we need to know the on-load voltage prior to the regulator...
