An inadequate heat sink would show up after a period of operation. Depending on how inadequate, it might take several minutes before it plays up. So it's likely that the problem lies elsewhere. But having said that, it's still possible the heat sink will need upgrading - we'll see later.
Is the circuit as per post #9?
I think the main possibility is I mucked it up

The circuit only has a kbpc104 bridge rectifier (good for 3 amps), then 3200uf and then an LM338T regulator with some resistors.
What about using Zenor diodes? Is that a bad idea?
