Your circuit in post #9 is for a fixed voltage 7806 regulator, you need to use a circuit similar to the one in my thread on UKVRR.
On the LM338 is a variable regulator, there needs to be a voltage divider circuit on the OP of the regulator, and the ratio of the resistors sets the regulator volts.
