Running dry and with no impeller the motor will draw far less than when it is under load.
If it is similar to this one http://www.tcschandlery.co.uk/rule-1500-...-12v/p6336 then the spec says fuse rating should be 9 amp. There maybe shorts on one or more of the poles causing excessive current to flow..
The flow rate is proportional to the head it has to pump the water, max 2m it claims.
They have a very fast flow rate if the head height is only a couple of feet.
