As I said, leakage at 500V was better than 50M. I can only assume that the starting transient of the fluorescent is causing a momentary insulation breakdown.
As for harmonics, I think that LED bulbs (in common with most things that have solid state power supplies) will have horrible harmonics. Even the power factor corrected switchmodes that are now the norm tend to take a gulp of current at the 90 and 270 degree points. Yes it's in phase with the voltage but it's got a large harmonic content.
It's not just modern kit that's guilty. All our lovely vintage radios and TVs with half wave rectifiers can do a lot of damage to the mains waveform.
