"the other end of the 100k has 2 leads 1 gnd 1 neutral" why neutral? You just need one connection, to board ground.
So for clarity, the sequence is TP926 - 200M - 200M - 100k - board ground. DVM connected across 100k.
Note that a 10M input DVM will load the 100k to 99k. So overall sensitivity is 1V on the DVM = 4041V at TP926. And therefore the required 3940V+/-98.5V will read 0.9750V +/- 0.024V on the DVM.
