What you need is two of these http://uk.farnell.com/ohmite/sm104035007...dp/1692491 which are 5G-ohm 10kV resistors. Wired in series that makes 10G-ohms. With a 10M-ohm DVM that gives a 1000x attenuation. About a fiver each. (I've used this range of resistors recently to replace out of calibration resistors on my 576 curve tracer).
To make the one-off measurement of ~3kV I'd neatly solder the two resistors in series, and then solder one end to the test point. Then clip the DVM set to (say) the 10V range between the end of the final resistor and ground. The number of volts on the meter is the number of kV at the test point.
