No oil fill. When I checked the calibration after several decades it was within 2% of when I first made it. Calibration method was a 1000V supply measured with a DMM and current flow also measured with a DMM. Just as I did it first time around in the 1970s except back then any DMM was rather exotic and it wasn't mine
As I've said before, it's only real use is TV and 'scope EHT. Flyback and RF EHT aren't lethal (though they sting!) and mains derived EHT is rarely more than 5kV for which the probe is amply rated. I wouldn't dream of connecting it to 25kV where lots of current is available.
