The first prototype of the BBC analogue PAL/NTSC converter did indeed have a black border. It was NTSC to PAL only. Subsequent versions solved both problems. I think the prototype was rushed through at Designs Dept, in time for the Olympics. The full version was done at Research Department.
A small number were made by Pye under licence. Here's a photo of a Pye built converter. Seems to occupy 8 bays rather than 7. The 2 on the right each contain a linestore converter, almost identical to the CO6/501. One each for Y and C.
